History
Harris County FWSD No. 51 was created as a fresh water supply district in 1960, under the provisions later codified as Chapter 53 of the Texas Water Code. On November 21, 1978, the District’s board of Directors petitioned the Texas Water Commission requesting conversion to a municipal utility district. On April 25, 1979, the conversion was granted, and the District now operates under Chapter 54 of the Texas Water Code.
The District originally contained 982 acres of land, but following annexation proceedings in 1977, 1979, and 1996 the District now contains 1,281.65 acres located in eastern Harris County approximately ten miles from the downtown business district of Houston via Interstate Highway 10. The District is bounded on the west by Greens Bayou and the Houston city limits, on the north by Wallisville Road and Harris County Municipal District No. 285, on the east by Harris County Municipal Utility District No. 53 and Beltway 8, and on the south by Harris County Water Control & Improvement District No. 36.
Summary of District Water Facilities
The District owns and operates a water supply system consisting of two (2) water plants with a combined pumping capacity of 12,000 gpm; water storage capacity of 2,907,000 gallons; and eight (8) 1500-gpm pumps. The District owns and operates three (3) wells supplying water within its boundaries. The District is contracted with the North Channel Water Authority for the supply of surface water. The District owns 2.6 MGD average daily flow capacity in the Authority system.
Summary of District Wastewater Facilities
The District operates a 6,300,000 gallon per day regional wastewater treatment plant which serves the District (2,550,000 gpd capacity), Harris County Water Control and Improvement District No. 36 (1,500,000 gpd capacity), and Harris County Municipal District No. 53 (2,250,000 gpd capacity). The District also owns and operates two wastewater lift stations.
